out out of office hours, and attendance at the Camp is not

compulsory. Such Officers, therefore, as could not be

spared could always be excused from such attendance.

I have, therefore, to recommend

the proposal to Your Lordship for sanction, with the pro-

-viso that any person who has served in any British

Volunteer Force or in the Army or Navy should be allowed to

count such service for Volunteer service in Hongkong.
